Faced with a 40 percent reduction in staff and funding, they dismantled a cumbersome bureaucracy, reinvented procedures, and set the guidelines for achieving a vast array of new goals. Their approach was based on continuity and change: maintaining their focus on the Army's historic vision and values while introducing new problem-solving techniques and training methods.
