Strategy is a term of wide significance. It is applied to the plans, combinations, and movements in war whereby the probability of success is increased, the effect of victory enhanced and the results of defeat minimized. It embraces the art of the general in conducting operations in the theatre of war and the methods by which he seeks to bring the enemy to battle.

This book attempts to show that the Civil War was more than a succession of battles; it was a struggle between two civilizations... The campaign of 1859 in Northern Italy was one of the first of the epoch-making, rapidly conducted wars that marked the latter half of the nineteenth century. It was, moreover, as has been pointed out by the author of Imperial Strategy, the “first war in Europe which conveyed some preliminary indication of what railways can accomplish.”

It must be a primary object with every soldier to know exactly how war is carried on: how strategy is influenced, in its conception by politics and in its execution by tactics; how both strategy and tactics are affected by terrain, by the seasons, by railways, telegraphy, and sea power: how armies have been raised and organized, trained and led in battle; how supplied with weapons and other means of defense, with food and clothing, ammunition and shelter; how the sick and wounded are cared for; how the waste of war is repaired.

This small volume has no pretensions to be a history of the Russo-Turkish War of 1877-8. It deals merely with the strategy and major tactics of the decisive portion of the campaign in Europe.

This story has been written in response to a demand for some account of the very generally misunderstood submarine campaign and, particularly, of the means by which it was defeated. While opinions may differ to a certain extent as to the influence exerted upon the campaign by the various forms of tactics, the means and weapons employed, and the general strategy adopted, I have given what I believe to be a consensus of the best-informed opinion upon these matters; I have taken advantage of all of the information now available to ensure accuracy in the account.
