Government agencies (FEMA, etc.,) offer aid, but demand total control in return. NH refuses to comply. For this, the authorities block aid to NH (a siege of sorts) in an attempt to force compliance. With no aid coming from outside, the people of Cheshire work to secure alternate food sources from what's available.
